You’re Not Alone If…

Technology Moved Faster Than Your Coverage Did

Most retail and e-commerce businesses we talk to haven’t thought about cyber risk until something already went wrong, or almost did.

You store customer data (names, payment info, maybe health records) and you’re not sure what your real exposure is if it’s breached.

You accept online payments or run point-of-sale systems, but have never confirmed whether a payment compromise is actually covered.

You’ve never been walked through what a ransomware attack would actually cost you in downtime, recovery, and lost business.

Your current policy, if you have one, was written before remote logins, cloud tools, and phishing emails became part of daily business.

Why Cyber Liability Coverage Matters for Retail & E-commerce

Retail and e-commerce businesses handle customer payment card data and increasingly large volumes of personal information, putting them squarely in the crosshairs of e-skimming attacks like Magecart, where hackers inject hidden code into checkout pages to steal card numbers as customers type them in. Under PCI DSS 4.0.1, retailers that accept card payments must monitor and manage the scripts running on their payment pages and detect unauthorized changes, a requirement that became mandatory in March 2025.

Verizon’s 2025 Data Breach Investigations Report logged 1,607 confirmed retail-sector breaches, with internal data compromised in 65% of cases versus 12% involving payment card data, a sign the target has broadened beyond just card numbers. Separately, security researchers tracked more than 11,000 e-commerce domains infected with Magecart-style skimmers in 2024 alone, exposing roughly 269 million card records. A single breach involving customer data can trigger state notification laws, card-brand fines, and costly forensic investigation, which is why many retailers carry cyber liability coverage.

Real Cyberattacks on Retail & E-commerce Businesses

If you run a retail or e-commerce business, your biggest exposure isn’t a sophisticated hack, it’s the payment card data sitting in your point-of-sale system and the PCI compliance obligations attached to it.

By the Numbers

What This Means for Your Business

Any business that stores, processes, or transmits payment card data must comply with PCI DSS (version 4.0, mandatory since March 2025). A breach that exposes non-compliance can trigger card-brand fines and assessments on top of the breach response costs, which is why cyber policies for retail specifically cover PCI fines and assessments. Real Questions

Before You Decide

The objections we actually hear from business owners, answered straight.

Do retail businesses need cyber liability insurance?

If you accept card payments the exposure is built into how you get paid. 45% of retail organizations reported being hit by ransomware in the prior year, and 58% of those attacks ended in a ransom payment, up from 32% in 2021. The card-brand consequences arrive on top of the attack itself.

What does cyber liability insurance cover for a retail business?

Breach response and forensics, notification of affected customers, business interruption while tills or the storefront are down, extortion response, and critically for retail, PCI fines and assessments passed down by the card brands after a payment compromise.

What does cyber liability insurance not cover for a retailer?

It does not cover stolen or damaged physical stock, which is a commercial property matter, nor a customer claiming a product harmed them, which is products liability. It also will not fund the PCI compliance work you were already obliged to complete.

Is PCI compliance the same as having cyber insurance?

No, and conflating them is a common and expensive mistake. PCI DSS version 4.0 has been mandatory since March 2025 and sets what you must do beforehand. Insurance is what pays afterwards. A breach that exposes non-compliance can trigger card-brand fines and assessments on top of the response costs, which is precisely why retail policies name PCI fines and assessments as a covered item.

How much does cyber liability insurance cost for a retail business?

Most small businesses pay between $400 and $8,000 a year, with the average landing around $1,500. For retail the drivers are card transaction volume, how many locations and terminals you run, and whether card data touches your own systems. See the cost guide for the breakdown, or get a number for your business.

I use Shopify or Square. Isn’t a breach their responsibility?

Your payment processor secures its own infrastructure, but you’re still responsible for PCI compliance on your side, including your website, point-of-sale terminals, and employee access. A breach through your own systems is your liability, not theirs.

Where Does Your Card Risk Actually Live?

All three take cards from consumers. What differs is where the compromise happens: in a browser, in a finance office, or at a terminal standing outside.
